This document is a policy statement designed to strengthen the effectiveness of Canada's international development aid. Following the new comprehensive development model, it recognizes the narrow focus of the 1980s-style market solutions and structural adjustment programs. Instead, it stresses the need to balance political, economic, social and institutional factors and focus more on governance, sequencing of reforms, capacity-building for sustainable development and the inclusion of civil society
