This is the final of four reports on Canadian airline restructuring. With a focus on the economic effects of September 11 for airlines, it remarks on a shift in Canada to a competitive diversity of long-haul handlers, with cheaper fares, but less competition in short domestic flights. It also focuses on federal policies and Air Canada's acquisition of Canadian Airlines, and it makes recommendations on new approaches for governments, airlines and stakeholders, as well as on the issues of Canadian ownership, economic contributions of airlines and the contributions needed from governments
