The purpose was to determine whether co-operative housing programs have provided adequate, affordable, democratically controlled and member operated housing for low- and moderate-income households and whether there are other benefits of co-operative housing. Although federal funding for new co-operative housing projects was terminated in 1993, loan and subsidy assistance on existing co-operative housing has continued since 1993 for 1,976 projects containing 65,273 housing units. The current evaluation included this total stock of co-operative housing assisted through four federal programs since 1973, which continue to receive housing subsidies amounting to roughly $200 million annually. |
