A life-course approach to social policy analysis : a proposed framework: PH4-15/2004

This paper proposes a framework to describe the goals and results of social policies. It suggests that a life-course approach, focusing on the trajectories of individuals through life, may be the proper foundation for this framework. The framework is intended to conceptualize the relationships between individuals and society in a way that is consistent with emerging thinking about social policy. It is also presented as a possible policy tool that could lead to the beginning of an evidence-driven social policy.
