The paper asks whether Canada’s obligations under various agreements adversely affect its capacity to maintain national measures for promoting employment equity for Canadian women. The paper examines employment equity practices in Canada; looks at Canadian employment equity policy and the requirements arising from trade agreements; considers the impact of trade agreements on Canadian regulation of employment equity; and provides recommendations.
