A compendium of electric reliability frameworks across Canada: NE23-114/2004E-PDF

This report addresses the provision of electric reliability (i.e., electric service is there when needed) across Canada. Specifically, it looks at the roles and responsibilities of the electric power industry, government, and industry regulators to ensure reliability. This report was motivated by the restructuring of electricity markets in North America and the 14 August 2003 power blackout that affected most of Ontario, a small portion of Quebec, and a large part of the U.S. Midwest and Northeast.
