This report looked at Aboriginal gangs in Manitoba, with a focus on youth gangs because of concerns raised by community residents about preventing youths from becoming involved in gangs. It examines community based strategies; prevention-based programs; suppression-based programs; restorative justice; and community justice. The report concludes that communities need a continuum of prevention, intervention, and suppression programs that are culturally specific and that parallel developmental stages from childhood through adolescence.
