This report presents the findings and recommendations of the expert panel established to review territorial formula financing. The report examines the need to differentiate territorial financing from provincial equalization program. The 11 recommendations propose a new approach that reflects eight principles: responsibility and accountability; adequacy and comparability; affordability; predictability; neutrality; stability; flexibility; and sound incentives. The simplified approach aim to support economic development in the North and help secure Canada’s sovereignty in the Arctic.
