This report presents an overview of the issues that need to be considered in restarting negotiations related to the political and economic self-determination of Nunavut. The report describes Nunavut today and examines substantive issues according to the position taken by the Government of Nunavut, Nunavut Tunngavik Incorporated, and the federal government. It also discusses the lessons learned from Yukon devolution. Nine recommendations offer guidance on how the government should proceed.
