500 |a"APPLICATION AND SCOPE: The PORCP applies to all situations where a ship is in need of assistance and requests a place of refuge within Canadian waters. This includes Canada’s internal waters, territorial sea and the Exclusive Economic Zone (EEZ). The PORCP also applies in the case where a ship is destined for Canada and has reported a problem (a defect, deficiency or a casualty). The PORCP does not apply to distress situations where the safety of life is involved. In such cases, established search and rescue procedures shall be followed. Any request that includes a requirement to rescue or to immediately evacuate the crew or other persons on board should be re-directed by the Maritime Assistance Service (MAS) to the Maritime Rescue Coordination Center (MRCC) without delay. Once the rescue has been concluded and there is no longer any risk to the safety of life, the PORCP can be activated."--Page 5 of 30.
