"The Canadian Institute for Advanced Research (CIFAR) was established in 1982 as an independent not-for-profit corporation that supports networks of eminent Canadian and international researchers. Its mission is to increase Canadian research capacity in areas of importance to Canada, and to strengthen the Canadian research environment through the promotion of excellence and engagement with the international research community at universities and research institutes worldwide. CIFAR has been funded continuously by the Government of Canada since 1987. The Government of Canada’s Budget 2007 allocated $25M over five years to CIFAR, which was provided under a conditional grant arrangement. The $25M represented approximately one-third of CIFAR’s total revenues over the five-year period from 2007-08 to 2011-12. The conditional grant was not directed to specific CIFAR programs, but rather as support for the overall organization, contributing to the existing objective of strengthening academic global research networks in Canada. In accordance with the Treasury Board Policy on Evaluation and the Directive on the Evaluation Function, the purpose of this evaluation was to assess the core issues of relevance and performance of CIFAR. The evaluation findings are based on the analysis of multiple lines of evidence. The methodology included a document review, literature review, key interviews, and a comparative cost study. A key input to the evaluation was the 2010 evaluation and performance audit of CIFAR, conducted by Hickling Arthurs Low (HAL). This study included a document, file and literature review; interviews; a survey of research program members; and a benchmarking exercise”--Executive summary.
