"Trade and Market Expansion (TME) is one sub-program within the Market Access, Negotiations, and Sector Competitiveness Program. TME includes the activities of the Market Access Secretariat (MAS) and the Trade Agreements and Negotiations Directorate (TAND), both of which are part of the Market and Industry Services Branch (MISB). The TME program aims to support Canada’s producers and processors by helping to improve market access, expand market opportunities and strengthen international trade rules. TME is responsible for trade related policy development and negotiations, research and analysis, and partnership development. The evaluation of TME was conducted between November 2014 and May 2015. This evaluation, which is the first of the program, complies with the requirements of the Treasury Board Policy on Evaluation (2009). In accordance with this policy, the evaluation addresses the relevance of TME, the achievement of its outcomes, its efficiency and economy, and design and delivery of TME. The evaluation covers the work of TME between fiscal years 2009-10 and 2013-14"--Introd., p. 5.
