"Canadian Heritage’s Evaluation Services Directorate (ESD) conducted the Grouped Evaluation of Sport Programs (Sport Canada programs: Hosting Program, Sport Support Program, and Athlete Assistance Program). The evaluation covers the period from April 1, 2010 to March 31, 2015 (2010–11 to 2014–15). It includes a Review of the impact of the federal investment in the 2015 Toronto Pan and Parapan American Games (hereafter, the Toronto 2015 Games). A report on the Review of the Toronto 2015 Games will be included as an appendix to the report of the Grouped Evaluation. However, the current report focuses on findings related to the Grouped Evaluation of the three Sport Canada funding programs. The evaluation is conducted by ESD, with components contributed by the Policy Research Group (PRG) at Canadian Heritage and PRA Inc. Section 2 provides a detailed overview of the three Sport Canada funding programs that are the subject of this report. Section 3 describes the methodological approach used to conduct the evaluation. The report also provides a detailed synthesis of the findings from the various lines of evidence for each evaluation question.
