The Collaborative has been investigating the principle that well-designed economic instruments may achieve society’s environmental goals more efficiently than have traditional regulatory approaches. The Collaborative decided to focus on the application of economic instruments to three separate atmospheric issues: acid deposition, ground-level ozone, and global climate change.
