This report presents the findings, conclusions and recommendations of a summative evaluation of the Multiculturalism Program. The evaluation was undertaken to examine issues of program relevance, success/outcomes, and cost-effectiveness. It also examined some issues of design and delivery. The evaluation was to cover the period from 1999 to 2004. Also, the evaluation was to cover all aspects of the program’s activities, including the program’s Action Plan to Promote Diversity, Respect and Connections Between Canadians and Build Social Cohesion and Shared Citizenship – although the assessment of the Action Plan was to be formative in nature because the three-year initiative was approved in 2002-03. ...
