In the fall of 1999, Health Canada Senior Management indicated the need for an evaluation of the HTF. In that the HTF is intended to "help provinces put projects in place that will enable them to test new ways in which our health systems can be improved" (1997 Federal Budget Speech), it is important for Health Canada to ensure that an assessment of its impacts be carried out in the future.
