"To take into consideration all or any matters connected with the Inspection and Sale Act and the Manitoba Grain Act; and in connection therewith shall have power to visit the grain growers, the elevators all over the wheat-growing region, the methods handling the grain at various stations, farmers' elevators, as well as companies' elevators, the distribution of cars, methods of the grain dealers in Winnipeg, Toronto and Montreal, and the system of government inspection and collection of fees, selection of grades, and the methods of handling the grain at Fort William and Port Arthur, at the lake ports, at Montreal, St. John and Halifax, and also the conditions existing as to the manner of handling the grain upon its arrival in English." -- p. 3.
