"The FMS program is a form of security assistance authorized by the United States (US) Arms Export Control Act, which allows the US government to sell defence articles and services to foreign countries and international organizations. Government of Canada departments such as the Department of National Defence and the Canadian Security Establishment take advantage of the FMS program in order to obtain the necessary defence articles and services that are required to fulfill their respective mandates. Departments identify and define their operational requirements, obtain funding, and subsequently submit the procurement request to Public Works and Government Services Canada’s Acquisitions Branch" -- Main Points, p. i.
