"We, the undersigned members of a special Commission, appointed by you June 4th, 1910, to visit the canning centres of the Northern Coast District of British Columbia; to inspect and report upon each and every cannery, and to gather such full and reliable information and data as would enable us to make to you recommendations as to the total number of canneries and boats which can safely be permitted to operate at the difference fishing centres; as well as the numbers which should be assigned to each plant, and the number of years that the rating recommended should be enforced..." -- p.
