"One of PWGSC’s key commitments in procurement transformation is to deliver services smarter, faster and at reduced cost. Standing offers provide the opportunity to improve contracting efficiency by reducing the number of solicitations and contract negotiations for repetitively ordered goods and services, especially in those situations where actual demand is not known in advance. The advantages include lower administrative costs and less inventory being carried by federal organizations. The mandatory use of standing offers by all federal organizations for ten commodity groups provides leverage of the Government’s purchasing power and contributes to the realization of procurement savings"--Main Points, p. i-ii.
