"The problem of urban change, of the growth and deterioration of cities, has come to be widely recognized. In fact, during the past year and a half, the Minister has expressed the Federal government's concern about urban problems and he has advanced the concept of an "Urban Policy for Canada" — a national consensus about the future of our cities as a basis for planning that future.
