"By Royal Commission dated the 29th day of January, 1912, Your Royal Highness was pleased to appoint the undersigned Commission to investigate the building of the Transcontinental railway. In the performance of the duties imposed upon us we have familiarized ourselves with the work and its history, insofar as possible from an examination of the contracts, estimates, plans and correspondence in the office of the Commission at Ottawa, and by making a personal inspection of all the work done prior to the first day of October, 1911, between Moncton and Winnipeg." -- p. 5.
