"An evaluation of the Airports Capital Assistance Program (ACAP) was conducted in 2013-2014. The evaluation assessed relevance and performance for 2010-2011 through 2013-2014. ... ACAP was launched in association with the devolution of airports to non-federal, largely public owners in 1995. Evaluation found that the Program addresses a continuing need for safety related infrastructure funding among small to medium sized airports"--p. [iii].
