“The Caribbean has the second highest Acquired Immuno Deficiency Syndrome (AIDS)prevalence rate in the world – second only to sub-Saharan Africa – and the highest in the western hemisphere. This evaluation was carried out just as the Canadian International Development Agency (CIDA) had made a new funding commitment to support HIV/AIDS programming in the Caribbean. The evaluation marked the end of the funding for the first five-year project – Caribbean Epidemiology Centre (CAREC)/CIDA HIV/AIDS Project(CHAP). The focus of this evaluation was the identification of lessons, for each of CHAP’s five key results areas, which could be applied in the new programme"--p. [1].
