"This preliminary survey focuses on one of the Alternative Service Delivery (ASD) arrangements – contracting out – where the government transfers the operation of, but not the responsibility for a function, to a private sector contractor for a specific period of time by means of a contractual arrangement. As the government’s procurement arm, Public Works and Government Services Canada (PWGSC) has been called upon to provide procurement services for those alternative program delivery arrangements that are contractually based. All work was carried out at Headquarters and confined to those ASD projects managed by Supply Operations Service Branch (SOSB). Major Crown Projects and Repair and Overhaul contracting were excluded from the review"-- Scope, p. 1.
