" … Real Property Services Branch (RPS) undertook a detailed Core Services Review in 1996, which ultimately resulted in the contracting out of property management services and certain project delivery services under the AFD initiative. An Evaluation Framework was developed for the AFD initiative and approved by PWGSC in 1998. This Framework identified the specific evaluation issues, questions and related performance indicators for future evaluation studies. It recommended that RPS review the implementation of the initiative, conduct a formative assessment toward the end of the contract’s three-year period, and undertake a summative evaluation at the end of the seven-year period. The Review of the Implementation of the AFD for Property Management Services, was completed in June 2000; a formative or interim evaluation, AFD – Program and Operational Review, was finalized in 2001; and this report comprises the summative evaluation of the AFD initiative. Due to a number of developments, which are discussed below, the timing for the summative evaluation was accelerated by nearly two years"--Background, p. 1.
