"During the extensive discussion leading up to the revision of the Bank Act in 1980, it was recognized that the trust companies and loan companies in Canada act as financial intermediaries in receiving deposits and savings from the public and investing or lending the funds so received and that these activities are in many respects identical with certain activities carried on by banks. It was therefore also considered necessary to review in a thorough manner the governing legislation applicable to trust companies and loan companies as soon as reasonably possible following the revision of the banking legislation. ..."--p.1.
