“This report sets out an analysis of the law on child care in the North, which for the purposes of this project, is defined as the Yukon Territory, the Northwest Territories and Labrador. It should be noted that this report does not deal with the law on child welfare, which may be described as the law dealing with adoption issues and with protection of children from hostile family environments. This report is the result of a project that was designed to consist of three phases. The first phase was a review of the law affecting child care or child day care in the urban North, including facilitates, personnel, programming, funding and other aspects respecting the establishment and operation of day care. The second phase was an analysis of the effect of the law on child care, especially with respect to Aboriginal people. The final phase was to make conclusions and recommendations for law reform”--Overview, p. 4..
