520 |a“This project was to focus on issues associated with social and cultural aspects of the community, as well as with the issue of governance and the possible initiation of a so-called "self-government" arrangement. The scope of the project, however, had to be somewhat limited because of the four month time frame of the research. As a result, some important areas of community life, such as education, justice, economic development, employment, and housing, were not examined in great detail. Still, most of the research participants have a very clear understanding of how all aspects of community life are linked, and these issues were articulated by many respondents in the interviews in their responses to the research questions dealing with health, social services and other issues”--Intro., p. 2.
