“ ... the focal premise of this study, which is that, all other considerations aside, the more territorial governments adapt conventional Canadian modes of governance to allow for the expression of Aboriginal political traditions, the more Native people will find them and their policies legitimate. Conversely, to the extent that the territorial governments do not adapt in this fashion, First Nations will be motivated to pursue self-determination outside public government”--Intro., p. [5].
