“The purpose of the present report is to document and analyse the state of the art in Aboriginal policing research. Its aim is to provide the general parameters for a fresh understanding of substantive problems and issues in the area of Aboriginal policing in Canada. Towards this end, the discussion draws on a wide range of policing research and related materials, and attempts to give some coherence and shape to the relevant literature by distilling the best of research and commentary in a form that is current, comprehensive and policy-focused. The approach to this objective is guided by Barth's (1981) theories of social process. In particular, the report stresses how Aboriginal concepts of order, control, the police and policing are shaped by interaction rather than simply derived from predetermined cultural standards and frameworks. This perspective and theme is applied throughout the report and is especially relevant for the discussion of "culture conflict" and the development of Aboriginal policing policy and programs in a community context. Thus, the report also looks beyond considerations of specific research problems and results to the broader issue of the management of research information. In this context, the report is intended to provide a framework for discussing and identifying future policy and program related research needs and initiatives in the area of Aboriginal policing"--Intro., p. 2.
