"This paper describes an approach to build a holistic, cross-government all-hazards risk assessment process, which aims to capture threats of all “stripes” and understand the extent to which they can become a risk to the safety and security of the Canadian population and society. The approach makes a conscious effort to consider the Canadian risk picture within the global risk environment. The federal All-Hazards Risk Assessment (AHRA) initiative aims to develop a mechanism for a comparative assessment and rating of risk events derived from all hazards (regardless of the source, whether malicious or non-malicious), in order to support emergency management planning in the federal domain. A standardized methodology is pursued in order to leverage the expertise of individual federal departments, share this expertise and knowledge across a community of practice, and generate a whole-of-government view of risks. Methods that attempt to build shared understanding of risks across organizations may be useful to multi-agency problems beyond the Canadian national context"--Abstract.
