The Royal Commission's broad Terms of Reference includes an investigation into sixteen (16) separate but interrelated aboriginal issues and problems "which confront aboriginal peoples today." The Siksika Nation undertook a commitment to assist in the monumental work of the Royal Commission in one of those specified areas for investigation, namely, the Aboriginal Governments in Canada Project, with a particular emphasis and focus upon Siksika Nation's recent experiences with governance matters and initiatives. For purposes of this study, recent means: post 1968, the year when the last proverbial Indian Agent left the Blackfoot Indian Reserve permanently and when Siksika Nation self-governance actually began. |
