The purpose of this study is twofold. The first is to determine whether the wildlife, environment and resource management provisions of the Inuvialuit Final Agreement (IFA) have supported or enhanced the basic goals of the Agreement. These goals, expressed by the Inuvialuit and recognized by Canada in the IFA, encompass the preservation of Inuvialuit cultural identity and values within a changing northern society, the meaningful participation of the Inuvialuit in northern and national social and economic life, and the protection and preservation of Arctic wildlife, environment and biological productivity. The second purpose of the study is to identify lessons that can be drawn from the implementation of the IFA and to consider their significance more generally as they relate to the establishment of land, resource and environmental regimes affecting aboriginal people.
