520 |aThis report documents the first stages of a multi-party collaborative watershed management pilot project initiated by the Shuswap Nation in their territory in southeastern British Columbia. The pilot project has implications for province-wide fisheries conflicts, because it is an important attempt to create a situation in which local parties move beyond these conflicts to focus on a broadly-based local effort to improve fisheries and watershed health. This example thus illustrates how fisheries conflicts could be addressed at the local level in other parts of British Columbia and Canada. It suggests that local level agreements among local parties, and between these local parties and government, can provide the context in which larger framework agreements are fleshed out and implemented in the most practical and constructive manner. It also suggests that--wherever aboriginal people with a unique relationship to fish and other watershed resources live in close proximity to non-aboriginal communities--local parties can provide leadership in showing how to most constructively approach land use conflicts and fisheries management problems.
