"The primary objective of this study is to assess, on impartial, technically justified economic grounds, the costs and benefits to municipalities of the mandatory installation of fire sprinklers in all new residential construction. Secondarily, the study will identify the benefits and risks of automatic sprinklers, the effect on construction costs of housing and the effect on service and maintenance costs"--Purpose.
