"In the November 12, 1981 budget the government proposed that the imposition of the federal sales and excise taxes be shifted from the manufacturer level to the wholesale trade level. This change will correct deficiencies which currently exist because of the application of the tax at the manufacturers' level including differences between imported and domestically produced goods. ..."--Intro.
