"Early in 1983 the Canadian economy began to emerge from its most severe postwar recession. From the pre-recession peak in mid-1981 to the trough of the recession in the fourth quarter of 1982, real output in Canada declined by 6.6 percent, employment fell by almost 5 per cent with a loss of 560,000 jobs, and the unemployment rate rose to a peak of 12.8 per cent. Today, despite two years of recovery, the legacy of the worst recession since the 1930s remains. ..."--P.5.
