"We have concluded that lower textile tariffs will benefit the clothing industry, other industrial users of textiles and consumers. The textile industry will face yet another adjustment challenge. We think, nonetheless, that firms in the industry will react to agradual reduction in their tariff protection, as they have to other pressures, by becoming still more competitive and outward looking"--Foreword.
