"The Special Needs Working Group of the National Housing Research Committee (NHRC) asked CMHC in 1987 to prepare a synthesis on the research undertaken in Canada to date in the area of special housing needs. The responsibility for preparing this synthesis was entrusted to the Canadian Council on Social Development which handed in its report on December 1988. Since the research undertaken in Quebec had been under-represented in the development of the report, CMHC requested that the Quebec Housing Corporation conduct similar research for documents prepared in French in Canada"--Intro., p. 1.
