This report is an attempt to examine the existing policy framework as it affects environment and health in relation to Toronto's waterfront. Canada, Ontario, and the City of Toronto have all endorsed a concept of health that defines the term as "the extent to which an individual or group is able on the one hand to realize aspirations and satisfy needs; and on the other hand, to change or cope with the environment."
