“As one of the largest federal holders of real property in Canada, the Department of National Defence and the Canadian Armed Forces (DND/CAF) manages an infrastructure portfolio that is key to enabling the delivery of its programs and activities. Real property life cycle management includes planning, acquisition, operation, maintenance, recapitalization and disposal services to ensure the continued availability of the Department's portfolio; that is, lands, buildings, operational infrastructure and municipal works. A number of major initiatives are underway within the Department to transform the management of real property. Principally, responsibilities for real property are being centralized under a single authority, ADM(IE). Projects are also underway to modernize real property information systems and for targeted improvements to municipal works. In the context of these changes, the DND/CAF has the opportunity to establish a new business model and make improvements to existing business processes. It will be important to take on these changes in a deliberate and coordinated manner. The audit findings and recommendations highlight areas to be considered in order to support the success of these initiatives"--Results in brief, p. iii.
