"The Residential Rehabiiitation Assistance Program (RRAP) has been an integral part of housing policy in Canada since the early 1970s. RRAP provides financial assistance to ensure existing housing meets basic health and safety standards. In doing so, RRAP has helped to preserve and expand the supply of affordable housing, improve the quality of life in communities and create employment"--Introduction, p. 1.
