What type of economic structure should be encouraged? How should it be encouraged? What is the role for the market system and international trade? Is there a case for an "industrial strategy" involving protection and promotion of selected industries? These are some of the questions which led to the creation of the Royal Commission for which this study was prepared."--p. 2.
