"It was hoped that the establishment of the Intervenor Participation Program (IPP) would offer smaller, community-based Aboriginal organizations with limited resources, the opportunity to provide substantive submissions to the Commission. Intervenor funding was a practical necessity which enabled the Commission to achieve meaningful participation from a wider cross-section of the Aboriginal community."--Introduction.
