"The Housing Consultation Paper of January, 1985 questioned the role of the federal government in the mortgage market. The Consultation Paper asked Canadians whether access to home ownership and the production of rental housing should remain as objectives of government housing policy and if so, whether those objectives could be achieved solely through public mortgage loan insurance and more suitable mortgage instruments or required direct expenditures"--Introduction.
