"The 25 year period from 1986 to the year 2011 will see a substantial rise in the proportion of seniors in the Canadian population. Statistics Canada estimates that the number of Canadians age 65 and over will almost double during this time. It is anticipated that there will be just under five million Canadian seniors by the year 2011 and that, by 2045, seniors will represent more than one in every five Canadians"--Introduction, p. 3.
