"The International Development Research Centre (IDRC or the Centre) is a federal Crown corporation that was established in 1970 by the International Development Research Centre Act with a mandate “to initiate, encourage, support and conduct research into the problems of the developing regions of the world and into the means for applying and adapting scientific, technical and other knowledge to the economic and social advancement of those regions.” In its special examination of IDRC, the OAG examined whether the systems and practices that it selected for examination at IDRC “were providing it with reasonable assurance that its assets were safeguarded and controlled, its resources were managed economically and efficiently, and its operations were carried out effectively.” This special examination covered the systems and practices that were in place between August 2015 and March 2016; however, the OAG also examined certain matters that preceded this period, “such as the performance reporting for the 2010–2015 planning period.” On 13 December 2016, the House of Commons Standing Committee on Public Accounts (the Committee) held a hearing to study this special examination"--Introd., p. 1, 2.
