"On May 23, 1980, a Special Committee was formed to act as a Parliamentary Task Force on the problems of the Disabled and the Handicapped (Terms of reference, appendix 1). Its purpose was to evaluate the scope and effectiveness of existing government programs for the disabled and the handicapped and to recommend new initiatives. The committee was also charged with suggesting measures to improve the quality of a range of available programs and services including housing"--Introduction.
