"Canada’s fuel quality regulations provide important environmental and health benefits, and it is recognized that the temporary waiving of such requirements could lessen these benefits. However, the granting of a waiver enabled by these Regulations would likely be of short duration, and the imposition of appropriate conditions would permit the minimization of any long-term damage to the environment or human health. At the same time, the granting of a waiver could help alleviate an emergency situation."--p. 29.
